Well, from what I've heard/read is that Windows 7 has a dynamic TCP type deal, where it fixes/tweaks itself. Also, from a quick look at the article, I'm going to go with "if ain't broke, don't fix it"
I've been trying these tweaks since the win98 days. It worked like magic on dial up, but on cable, I have never noticed a bit of difference. On a good server, I've always hit the cap, without doing any tweaks (and the tweaks made no difference).

You can really F*CK your shit up with some of these, so create a restore point prior to hackin'. I messed with it way back when I was a serious competitive gamer on WinXP/98, but honestly didn't see too much diff (broadband of course).
If you're on decent broadband connect tweakin some of this stuff for throughput doesnt make sense IMO.
