that was my situation over the last month.
sho said it was because something is our security system reserved that set of ip addresses for some reason...
i had to use a proxy server to get passed it.

Some of these bans are happening at the ISP level because of DOS attacks and other network issues.
There's a file that can be deleted at the FTP level which will clear all those bans... too bad I don't remember the name of it.
