I'm going to have to agree.
Looks like that's the only way that will fix it.

The same thing happened to me. I was trying to install something, and my electricity was cut while it was updating and I got that same error message everytime.
Take it from someone that had that happen to him...
Uninstall, then reinstall.

Well here's the thing. It used to pop up sometimes after i'd turn off my computer and turn it on. Then I'd click ignore and hit steam a couple of times more and it'd come up. Or I would restart my comp a couple times or once and it'd be fine but recently that's what i get no matter what so i'm astounded.

Weird anyway I hit retry...and it gave me the good ole this program has encountered a problem send don't send you know. Then I just hit my steam icon to see if it'd do it and it did. Yesterday I hit ignore and abort everytime and then tried to load it and it never worked so I got it thanks anyway for the UNINSTALL advice..pfft that s*** takes forever...screw that.

Who ever said to uninstall needs to go jump off a building.
Iceman I had the same problem, here is how to fix it: CLOSE STEAM, go to your start button, go to search, look for a file named: clientregistry.blob Delete this file. Open steam again let it update and all should be taken care of, I was the person who posted this problem before.
Here is where I posted on my bootstrap error, see the temp fix that I posted:
