That's what you have now, I would recommend changing both of these to "35" and see what that gives you. Also, type net_graph 3 in console to view your choke/loss with these settings. (If you have a lot of choke/loss, go to LV-gamer's post about "rates" to learn how to set those).
Unless you have an LCD monitor, you might as well keep "fps_max" at 100, because anything over that is useless to the naked eye. This is all I see that I know will help your computer, the rest is just customization.
However, there are probably some commands to get rid of weather, use only a single skin and decrease RAM usage... so anybody else?

I already use hud_fastswitch for my pistol in hopes of faster awping, but I want to bind my mouse4 button for fast switch for even faster switching to my pistol. Do any of these do it?
I believe the command to use fastswitch is the "hud_fastswitch 1". This should allow you to press the number 1 without clicking to pull out your gun, and 2 to get your pistol. I play with the fast switch off, and simply use "Q" to fastswitch between the weapon I'm using and the last one I had out. I think I should start using "hud_centerid 1" because it places the player name in the middle so you know if you are looking at someone in the dark.
