My rates are doing alright.
fps = 60
loss and choke both =0
But for some reason, my ping is consistantly 150 in the servers. It usually is around 60. I ran a virus scan, and everything is doing alright. Anybody have any suggestions for what else I can check to fix this thing?

I ran into the same problem. It actually fixed itself some how the other day, ping now back at normal.

If your internet is wireless, you may want to try reseting the router.
Pings fine everywhere else?

should't have to reset it.. mabye powercycle it by unplugging the power from it, or adding a bigger antenna.

Yeah, I meant unplugging. I unplug my router and let it sit for about 5 seconds before plugging it back in when it is being silly.

UPDATED - Well, my ping is finally back to normal. But my main problem now if my choke. At the begining of a round, my choke hops up to somewhere around 100. Slowly making its way back down to around 10-15 near the end of the round.
My fps again are fine, but the choke kinda gimps my game a bit (kinda like low fps would do). I have tried messing with all my rates and that doesnt seem to help. Does anybody have any other rates or something else to try?
..... oh yea, choke is around 0 if I set cmdrate to 20 and updaterate to 20. But then my game sucks ass and isn't smooth at all.

depending on your computer you can goto the BIOS and remove any AGP aptature so all the processes goes to your GPU instead of RAM and the memory on your RAM is MUCH faster than the one in your computer also since its on the board it will not have to go over the PCI bus.

First of all, you need to give more information regarding your setup...
1) Computer Specs (CPU, graphics card, memory, etc..)
2) Connection type (dsl, cable, wireless, etc...)
The more information you can give, the less stoopid answers you'll get.
First thing that comes to my mind is what type of monitor do you have... fps at 60 sux... my guess is you have a lcd with a refresh rate of 60 hz. You have vsync on and its gimpin' your game at 60 fps. See if you're monitor will support 75hh? If it does, use it! Then enter the console command fps_max 75. The game will look smoother and better.
As far as your choke goes... you need to go by process of elimination... and the first thing you need to eliminate is your isp or just a bad router on the internet. The way you do that is get a traceroute program (ie. visualroute) This will tell you exactly where the problems are arising... whether its from you computer or somewhere in atlanta.... who knows until you find out. If you see the problem is with your computer, then you start picking apart your setup. I figure you know the rest... just run the gambit of virus, adware, etc.. scans...
