 cl_flushentitypacket
So today I went in the server which I dont do to much of anymore, because of amazing lag. I go in and every 3 seconds, on the top right of my screen would say
CL_FlushEntityPacket
And I'd lag 10x worse then I usually do (which was pretty bad to start with.)
So, can anyone help me get rid of that?

I'm serious, I'm going to fix all your problems. I found out what card you have, and I'm pretty sure I know what your problem has been.

I started getting this problem when I hooked up a router. It stopped now that I installed another gig of ram, weird.

It means youre losing massive amounts of data from the server, IE your getting alot of packetloss, try changing your rates and restarting your router/modem etc...more or less a problem with your internet.

I told him yesterday it was probably his rates, but I don't know much about them. I used LV_Gamer's post to set mine, and I gave him mine. Said it didn't do much, though.

rate 25000
cl_updaterate 30 (could go lower if you get choke)
cl_cmdrate 101
use net_graph 3 to determin your choke and loss, they should both be at 0, make sure the settings in the acuall steam client are set to cable in the options also.

I used to get that a lot, but since I only get like 20 fps usually, it didn't really affect my pwning.

Sometimes my rate randomly goes to 1500. I can tell because I get 500 ping that only shows up in the score window, and I get 15 fps constant.

that would have to usually do with packets crashing into eachother so it sounds like that server was a POS..

This is indeed a packet loss issue related to your connection. I had this issue for a long time and in my case it end up being a hardware issue with my cable modem.
Check your speed connection and if not good enough try talking to your ISP to check for any connection issue.

You can try running a "tracert" from the cmd prompt to see if there are any unusually high ping hops between you and the server.
Go to:
Start > Run > Type cmd and hit enter > Type Tracert 63.209.34.15
And look for any high pings.
