Make a list in the sub-clan section with all n00b members that would like to be in a sub-clan who are currently not in one.

Sub-clan recruiting will be much easier from there.

Since there really isn't a huge pool of people who want to join a sub-clan who haven't already been picked up by one, I think a thread like this would go unused. I think the best method for recruiting is for people to just post that they're interested so various clan leaders can decide whether or not to induct them on a case by case basis.

Well, I know that when I first started out, I didn't quite feel comfortable throwing myself out there to be recruited, I mean, there'd be flaming and it would make you feel isolated. If you're one part of a group, some people that may be "shy" (under lack of a better word) will be more likely to post that they want to join.

Again, this was just a thought.
