Alright, add the [rct] tag to your name and play in n00bfest servers so that everyone can get to know you a bit. Read the rules and requirements post ( http://n00bfest.com/forum/viewtopic.php?t=931), I've added you to the waiting list to become a member. There is a vote approximately once a month (don't ask when the next one is, there's no way to know) to decide which [rct]s deserve to be accepted into the community, but as long as you stay cool and play a decent amount you should be fine. Getting in to n00bfest has nothing to do with how good you are, and everything to do with how cool you are.

As far as joining n00b.i, you'll have to talk with the leaders about it...they hold tryouts once in a while.
