now its mostly giving me a shield thing and still says it cant connect to vac secure watever the F*CK it is. im just going to go buy a new F*CKING cd F*CK this bullshit.

it's probably because you got banned from a VAC secured server for using hacks. VAC doesn't ban you without a reason. It's impartial to people.

My steam has been acting up recently in that it wont lets me connect to any of the servers (no error message, just servers not responding), but then if i press refresh and wait a few seconds i can connect... i dont know, maybe try it?
